Not True. There are 1 to 2 dozen known 1964 Special Strike Nickels and they are very scarce. This one does not appear to be one. If it is, and that’s a very big “if”, then it is a degraded one. This one looks like a normal business strike that is in AU condition for 60 years old. Google: “1964 Special Strike Nickel” and see at PCGS.com an article by Jaime Hernandez on these. A different series of SMS (Special Mint Set) was produced from 1965 through 1967 as a substitute for Proof Sets during those years. This one from the OP is neither…imo…Spark
