I have a Barr 1963 B note that is off center too. The top of the front paper is not as wide as the bottom of the paper. It does have Joseph W. Barr on it as Secretary of the Treasury.

The value of the note would depend on condition. Can you post clear pictures of both sides of your note?
New York district Barr notes had the most printed, and even if in perfect condition, I would value it at $5-$10 max. Many were printed and many were saved. This is mine from the same district.
Each branch of the Federal Reserve is assigned a letter and number. E 5 is Richmond Va. You can Google all branch offices.
