Hi Shane - for the year 1963, I believe that you are looking for doubling in LIBERTY or a doubled eyelid. I don't believe I saw a listing for anything with the date when I looked a few weeks back at Coppercoins. So anything you see going on with the date is probably related to Machine Damage/Doubling.

Regarding its fine status, if you CRH much you will see several early 60s cents in AU/MS grade. Collection dumps for the most part. I had recently scooped up a bunch of early 60s Uncirculated cents at my LCS; $8 dollars face for about $12. To be honest, if I didn't intervene, they would have put them into their bank at face value as it isn't worth it for them to keep them around the shop. So releases to banks are quite common; collectors themselves or their families once they pass on. Fun to find in your change, and from my point of view, when you have a high grade coin in hand, it's worth looking at it for a variety. Check LIBERTY and the eyelid.
