Wanting to know if anyone can tell me if this coin is rare? There is doubling on the obverse and I would like to know the value of this coin. The numbers in the stars are "19" and "65". Thank you. Here are pics.

Varieties are not widely collected outside of the US. Most varieties have little to no premium. I would guess (without checking), that yours is no exception.

I'd have to respectfully disagree. Varieties are often country specific, yes. Errors, including doubled dies such as this, are more universal. And being this is one from a modern, high quality of minting standard origin it's of interest to error collectors.
While a plain coin like this may be worth a dollar, this one should be able to sell somewhere between $25 and $40 pretty easily.
