There are lines left on the coin where the tape was struck in. I tried removing the line by wiping off the coin and lightly dragging a toothpick across the surface but the lines are in the surface of tthe coin.

I would give it an acetone bath, no rubbing of any kind. The lines look raised on the coin. This makes me think the tape came after the strike.

I agree with Alurid - at best, it's a minor lamination
    strip in that area.

It has not been struck thru cloth or tape or anything, imo.

I personally do not see how tape could get into the striking chamber, on a blank planchet or on a die. Cloth, a piece of metal and a few other things but not tape. In the one photo it does look like a small thin detached lamination.
