1963 D 3 Over 3 ???

    There is no doubt some die deterioration doubling present on your coin.
    I believe there are 3 different DDO's with separation on the 3 and looks like a re engraved 3. But they are an extremely weak 2nd hubbing.

    Your MM placement doesn't match any of the known examples.

    Your pictures are a bit out of focus and this may be a case a pareidolia but I'd like to explore this further with you. Looking at Coppercoins, I don't see a match. But this does look like a Class 8 Doubling in a later die state. I tried browsing Wexler's listings, but they are loading terribly slow here at the Ford dealership. But can you take crisper photos and post them here? This might bear out if we are looking at pareidolia or not.

    No, it is not a DDO. Maybe some filling of the die, or quite likely circulation damage.
