Ms 63 Jefferson nickel 1962. This nickel looks like it has full steps to me they go all the way across with no interruptions. Also this nickel, looks to be doubled die reverse on the motto
They probably didn't give it full steps due to the incompleteness of the 4th step under the 2nd pillar, but at this low grade, it doesn't really matter. That said, I feel your pain, they won't give my 67 full steps either.
It’s a nice specimen but it appears to be AU (looks like light abrasion associated with circulation), close on the steps but not FS, and I’m not seeing DDR either. Compare the surface condition to @Lehigh96 specimen. Clear and smooth vs light swirls and pitting. Even lower grade MS coins are free of the light abrasion, save maybe gold coins.
I've seen so many examples. That are a heck of a lot worse. And graded full steps it just hurts me to think that a different company can give something full steps, and when you see it in a slab and it don't qualify.my eyes don't lie.

Look at the photos I just posted. If my coin Jefferson nickel 1962 is a graded ms63 the nickel in the photo is a 65. Now tell me a story because it's their lie and they're telling it any way they want.
I’m going OK, Willy. I agree. Overstated at that grade. Too many surface blemishes to make MS by my standard. I would pass on that coin if promoted MS at any grade. It’s a nice coin, but at the right grade. And right price.
