    You have a 1961 Proof Set. Since proofs are manufactured a different way there are no full steps on nickels and no split bands on dimes.

    Or, to say it another way...ALL proof sets have full steps and full split bands. Is that fair to say for all proof sets?

    Since I don't look at full step Jefferson Nickels, I can't express an opinion about them.

    I can tell you, that a significant number of Proof coins from the 1936 to 1942 era can have weak details because of excessive die polishing. Collectors were displeased with the Matte Proof and Satin Finish Proof coins. That prompted the mint to polish the Proof dies to excess. The coins were always very bright, but sometimes they lacked design details.

    The most famous example of this are the Proof Walking Liberty Half Dollars that are missing the designer's initials. There are other Proof coins were some of the details are weak. I once had a 1952 Proof cent which had Lincoln's bow tie flying in mid-air.

    Thanks, that's what I was wondering. So a 1938 proof nickel would not automatically have full steps.

    Like I said, I am not a full step Jefferson, full bans Mercury or full bell lines Franklin person. So I don't have a definitive answer for you. I do have a 1938 Proof Jefferson Nickel.
