The picture makes it difficult to see the color. It might be nice as proof Franklins do tend to come with some toning around the rim area. The premium isn't significant for most that only have a little bit of color around the rim. I would also suggest to look up sold listings for "1961 toned Proof" under the Franklin category on eBay to get an idea of what various toners can bring (note: this is quite a bit more difficult than untoned coins, but will still give one a good starting point).
IMO certain colored toning adds to the eye appeal of a coin and some toning detracts from it. The darker colors like brown and Near black, again IMO, detracts from it.
