Looks like die chips in the date and mint mark. The best I can tell from the pictures, the reverse appears to be this:
The reverse looks like a retained lamination but better pics are needed to be sure. The date has Die chips. Notice I said chips, not chip.

It's nice that 2 numbers are affected. Y 2 chips. The lower part of the S looksvlije a third chip. Not worth a lot as chipscsrr common but nice since they are all on the same older coin and the coin looks to be in good shape. It's a keeper.
Thanks again, the "S" has a quite large ball on the lower part of it. I will keep it for my grandson's collection, We have learned a lot from reading the responses.
