I read on NGC something about this coin being restruck without authorization. Is this the case and is this one of those coins any knowledge would be appreciated.
Unfortunately not. The scarce issue is the 50 Pfennig 1950 G, but bearing the name BANK DEUTSCHER LAENDER, instead of BUNDESREPUBLIK DEUTSCHLAND. This is what they look like:

I have gone through a TON of 1950 G 50 Pfennigs, and have yet to find one that is the "Bank Deutsher Laender" unauthorized minting. ...and I look at EVERY one I see. BUT... I keep looking!
