The obverse does appear different from the reverse, almost as if the copper is torn. The reverse looks washed out as plating would do. What can you tell us about the obverse copper from 12-3 o'clock?

Seeing the entire coin I’m more with the coin was dipped into something that stripped the copper or more likely, it was dipped into something like nickel to make it appear as it does. The dull gray on the coin looks higher than the copper.

Thanks for the larger photos. They can make a huge difference in trying to determine what happened to a coin.

the thing is, you can tell the copper is higher than the other layer. (P.S. It's not magnetic. )
