That's actually a sloppy cut. If you've ever dealt in jewelry design and hand making, or in metals you can easily cut segments out. Plus that is a straight cut not a curved cut. I can't recall, but with coins and circles being involved, it should be a curved clip. but I'm no expert on clips. @CoinCorgi
It's not straight enough to be a straight clip. It's not round enough to be a round clip. It's too ragged to be a clip of any kind. It's a penny that's been altered after leaving the mint. It's worth one cent.
