Yes, definitely machine doubling. The mintmark is doubled as well as the date, which is extremely unlikely on coins of this date unless it is machine doubling. It is not uncommon for machine doubling to only affect a small portion of the design. Sometimes only the mintmark will show the machine doubling. Basically the die is chattering against the coin, and the die will shift a little bit. This "scrapes" the design to create the flat, shelf-like appearance you see. It is quite common for this to only happen on a small part of the coin.
