The RPM will always be in the exact same position. However, different die stages can alter the strength of the RPM, and this could show more of the RPM, thus leading it to appear slightly different.
If the secondary punch itself isn't in the same position as the known variety you are comparing against, no... it is not the same. As for your earlier value question, unfortunately for you, the answer just isn't as cut and dry as you may hope, so your best bet may be, after identifying the correct attribution, to search out other offerings of the variety in a similar condition and compare to any completed ebay listings you may find; a reasonable estimate is likely somewhere in between. While a fairly obvious variety, you're not likely to have people lining up, cash in hand, to buy it, so while connecting with the "right" buyer is important for any coin, it is of extreme importance here if you want to maximize your sales price. My point with this is that while finding such a variety might be fun or a worthwhile pickup if only paying generic type/date/mint in BU money, paying anything above with the hopes of easy profit can be tricky; it is just easier said than done. Aside from the above, my advice would be to bid/offer as a collector and only to the amount the coin is worth to you, or if only looking for a flip, go only as high as you're willing to sit on.
Aside from the 1944D OMMs(which yours is not), any 1944D RPM is probably going to sell in the $2-$5 range.
