No. This coin appears to have been struck from abraded dies. The mint workers would have polished the dies for one reason or another, and the high points of the die wore off. You often see it on the bridge of the nose on the face as well. It is incredibly common and adds no value, and is not considered an error. There are some varieties of this type which are popular (the so-called 3-legged Buffalo nickel, for example), but I'm not aware of any extra marketing on the Washington.
Part of the anomalies appear to be raised. I'm wondering if the over polishing was trying to clean up a possible clash? Just a thought.
