1939 S Jefferson Rev of 38 or 40?

I am a decent collector of certified Jefferson nickels. This past Sunday, Great Collections had a 1939 S Jeffie listed as the reverse of 1938. The slab was before the TPG distinguished between the two reverses. I bought without fully inspecting the steps to confirm their listing. I looked again today and it looks like the reverse of 1940. I emailed GC to get their thoughts. I am 99% sure it is the Rev 40, but don't know if there are any really strong Rev 38's that look like 40's. Thoughts?

GC emailed me back and said they made a mistake. They said I could return it, but I got it cheap enough I can flip it.

Definitely Reverse of 40. Heritage makes the same mistake frequently.

Yes, '40. I thought the reverse of '40 was more rare anyway... especially in the 'S'...

It is, but in Full Steps, the 38 is rarer.

How does that coin get FS? The bottom step is worn and rolled into the above step. Is it a 5FS? Maybe its the pic.

5FS is considered full steps with both NGC and PCGS
