As a adder to this thread this article from my 1981 edition US Gold and Silver Commems, got me thinking could the 9 rolls yet revealed be the Guttag family? Maybe Anthony Swiatek (if still alive)? may come in and confirm/deny

Mr. Swiatek (in the above pictured volume) more or less outlines the abuses in commemorative coinage at that time but makes no mention of hoards or 'stashes'.

My updated version doesn't 'go long' on new information pertaining to that Dave, but Mr. Swiatek does provide expanded information on contemporary packaging of the issue. Most interesting.
