Original mint records are what publications use for the numbers, but the mint numbers were for bookkeeping purposes more than as an actual count. When bullion was low, existing older coins could be melted to produce the new coins. Seldom was a correct account of what was melted given in detail. Usually just in $ amount, like $390,000 reclaimed to bullion for new coins. Maybe all quarters, maybe all dimes, maybe a mix. Many of the older commemorative coins were minted in excess of demand and sales, so the remainders were melted, and the total numberss in circulation may vary by a large percentage. IMO. Jim
