This is a coin that should be seen in person by someone who knows the series before submitting to a TPG. It could save you a ton of money and time.

@potty dollar 1878 while the Chinese have become very good at mimicking high value coins in both circulated and uncirculated versions, and the 1928-P would be one of those, I don't see a fake here. What I do see is a highly circulated coin (about VF35) that has toning commensurate with unprotected storage over many years. As far as the '8' looking like an altered (i.e. added leading edge upper and lower Loops. I don't see and tell-tale evidence of that in your enlarged image; it would have to have been soldered on and much tooling/polishing performed).

If it didn't have so much wear I could go along with @dwhiz and suggest that you send it to ANACS (they are the most reasonable for Conservation cost), however, from experience even IF ANACS did try to Conserve it (essentially using Dip under controlled conditions) it would IMO look like a obviously cleaned coin with uniform matte overall appearance, with the areas that had heavy toning (the Russet to Black color)--since they were protected from the environment for a long period of time--being much brighter (and maybe reflective) than the balance of the coin.

IF you DO NOT have it Conserved, then I would suggest sending it to ANACS ONLY for authentication and Grading, AND if it straight grades, then either send it to NGC or PCGS with your next submission, and IF it straight grades there (it should) then you might consider sending it to CAC. As a VF35 CAC it would be worth at least $359.
