    It is also dated 1923, not 1928. With that being said, I don't see "two eagles" on the reverse. What do you mean?

    It's a 1923 Peace Dollar. Which is common. Unless it's graded really high.

    Hab is correct. This is not a 1928, the lowest mintage Peace.
