1921 peace dollar-Strike vs Surface condition

Sure, surface condition improves with those high grades but where is the detail this coin is named for? EDS examples must exist right? What happens when one shows up (UNC) with that detail but has multiple contact marks, (what you might expect on an MS63) is it graded on surface only or can that intended detail in the strike make up or even outweigh condition. Given the rareity of full strike specimens -I think it should. Does this sound like someone trying to convince the Universe for their own benefit? Absolutely. I would enjoy all opinions! Thanks
