I believe now this is a die clash. Another 21 that I was looking at (from the same seller by the way) has an even stronger clash on the reverse but with a slightly different rotation, as well as on the obverse below the chin. I bought this one, a little high for the grade but I like the errors. There are a couple of other artifacts (circled in blue) but they don't line up well once the motto is in place, probably PMD. I will know better once I have it in hand and can see if they are raised or incused.

So - did I get it right this time?
