If a coin is cleaned and re-toned (by whatever means) we have ways to detect some of that cleaning now, but not necessarily at times in the past. If the coin were cleaned (not harshly, like with a wire brush) and submitted, it could pass muster at any of the TPG's. Once in the plastic tomb, reaction to residual cleaning agent could cause it to tone in the observed manner.
The coin is a little darker than I generally like (though I do have a couple with some dark toning that I really love). The slab is great, and, as long as the luster is there, I think you've got a solid piece. You have to remember that most classic commems are graded primarily on luster, since they were usually handled pretty gently (there are exceptions). I also love the cert #, but too bad it wasn't 123456!
Well, these might be better photos I should check and make sure there were no GOLD pilgrim commems issued in 1920 , or wrong planchet error maybe? $10 gold blank? Btw, I can see plenty of lustre underneath of the toning......
