I don't think so. The edge/rim is too sharp in my opinion. Show us the reverse and a pic of the edge at the clip.
Two things I look for in looking at clips are 1) The Blakesley effect which shows a weakness in the strike area 180 degrees from the clip and 2) any "stretching" or weakness of design elements adjacent to the clip which would come from metal extruding into the void. Don't see either of these in your coin. sorry.
I included both sides, obverse, "GOD" appears stretched to me, especially "OD", also included is the edge for the tool mark experts.
At the "clip" site, above "In God" there appears to be a raised lip as if it were cut from the other side. Perhaps @Fred Weinberg would chime in...
I thought that was the rim, the rim still cuts if there is enough room. @Nolan Workman please take a full picture of the reverse. And take a picture of the rim directly across from the affected area. Both sides.
I am working with a new camera set up and my full coin pics are not clear enough, so I went 180 degrees from the clip on both sides and did about a 90 degree pie cut in close up.
