In 1974, using the penny had a point because just $0.05 then would be $0.27 today according to an inflation calculator. Gas cost 50 cents in 1974 (due to the oil embargo), but, would otherwise be cheaper. Well, people have always been hoarding pennies. 1919, 1974, and even today some people pull copper cents out of circulation.
Ottawa bank - I think this article is referring to canadian pennies (cents), which at the time were still LARGE cents. The small cent debuted in Canada in 1920.
