Be careful reading too much into any comparisons, the two companies grading systems are NOT interchangeable to imply how one company grades compared to the other at the same grade for the same Series note. I wouldn't make that assumption - It could mean that no one has sent a lower quality note than 61 to PCGS.
Most people shoot for highest grade rank population notes, some may try for the lowest. Maybe you can take that rank until someone else sends in another... I have a heavily worn example that might fit the bill!
