I have one graded by ANACS is a small holder similar to this coin (but without the woodgrain) . They gave it MS64RB due to the weak obverse strike. Reverse strike on yours is nice like mine too.
I suspect it was because of the planchet quality. I toyed with the idea of saying the coin was detail graded, but couldn't really come up with a reason for it so I bagged that idea. Yes pun intended. I wonder though, maybe all those wavy marks are contact marks and not planchet flaws - that would explain a 62.

Wow! Great close up. That photo really shows it. It's a mystery to me. What brand of camera and lens did you use?
The big pics clearly show the scratches that couldn't be seen in the original pics. I understand now why it looks the way it does. But I sure couldn't tell based on the original pics. That one fooled me. I really thought it was the planchet.
I think that the graininess is due to the imperfections in the plastic more than the actual surface of the coin. Take that away and I think that it is a solid 63 except for that scratch. Too many issues and unclear photography to really judge.
