I'll go with Fine but the color is wrong. It's been messed with. The mintmark also looks wrong. Can you zoom in on the mintmark?
Here is a really good post to look at: https://www.cointalk.com/threads/how-to-tell-if-your-1909-s-v-d-b-is-real.78043/ I think your S matches Obverse 4, and the V.D.B. has the period in the right place. I think there's a decent chance it's genuine based on what I can see, although messed up. I'm going to go with Fine details.
I say it is really suspect. Although the S looks like #4 for position and general shape, I don't see the bottom serif bring at the right angle for that. And it seems to not have the the die chip.
The die chip is my worry. Maybe it's there. It can be tough to catch it in an image. I agree it's suspect.
VG DETAILS cleaned...S looks odd compared to other warn details on coin. Maybe added S and then cleaned to hide the work.
Both @justafarmer and @Fallguy do a CAD generated overlay, and also a good job. Maybe one of them or both could chime in here.
I'd say VG at best. I have several (albeit all slabbed, genuine & graded). And based solely on my eyes looking at your pic, the "s" looks too good considering the condition of the rest of the coin.
While certainly very cool, a CAD tracing is no better than a simple photo overlay. Neat tool in certain instances, but is far from definitive, particularly in cases when placement isn't an issue.
I am not able to do either, cad or photo overlay. They are nice to have especially when MM placement and the v.b.d is a factor.
Indeed, and is why I said as much. The only point, and one said with full respect to everyone, is that said tracings are not the solve-all some have implied in other threads, and is especially true when using less than ideal photos (the same goes for overlays as well). That said, overlays are not that difficult to do, at least with photoshop, and I can only assume the same would hold true for one of the free editing programs. Depending on your interests, knowing how can be a good tool. I know Green once wrote a tutorial for one of such programs, although I'm not sure if he addressed overlays. DesertGem has also written of them, but again, I'm not sure if he's included overlays.
