    What you are asking about is not a coin, It is more of an advertising Token.IMO
    And I believe it was made Post "P-A Expo".The ring on top looks like an add-on.
    As to value, that can be difficult to say. Most Exonumia is only worth what someone will offer you for it. There are a few website but none are complete listings.
