On todays coins, they are a part of the die. In the past, they used punches for single numerals, pairs of numerals and things called "gang punches" for entire dates. I Believe, but I could be mistaken that IH cents used "gang punches" with the entire date on it. The dates were added to the dies and took more than one blow to add the date to the die.
