Perhaps no one has yet mentioned this to you, but it's always best if you take the coin out of the holder (when possible) to photograph. I agree with B4 and the others in the previous thread. This coin has been harshly cleaned and will not be given a grade.
You're specifically asking for NGC, but why don't you simply submit the coin to them? I did it in the past just to see if borderline problem coins would grade or not. They never did and I know better now LOL
