Yeah, looks like a few touches of vertigris or PVC, but it would probably come off in an acetone bath. This isn't my coin, but was wondering what numeric grade you would give it. Does it make AU?
I would say AU-50 details (damaged). There's some noticeable wear on the leaves and ribbon area, as well as the diamonds.
These coins (small cents up to 1864) were not copper, they are a Cu-Ni alloy (88%-12%). The color you see is normal for one of these! I am not saying it has not been cleaned somewhere down the line, maybe dipped? but i see no hairlines. I will grade it a solid XF, maybe even an AU.
