    FWIW, I've always been skeptical of this explanation, though I've seen it repeated a hundred times or more.

    Consider the considerable intricacies of many other designs of the period. Heck, just look at the eagle & shield underneath the rays.

    Compared with those, the rays are fairly trivial and modest in relief. My guess is that there was another reason.
