I went to Arkansas (Little Rock) a few years ago on a business trip and found out that they license 14 year olds who play sports so they can drive to before and after school activities.

 

I had my driver’s license 2 days after my 16th birthday. But we had a few family emergencies that put me behind the wheel on the road without a license. I had been driving a stick shift since I was 12 but that was mainly off road.
