I don't think what NGC does is confusing at all in terms of the inclusion in the registry sets. And, for the record, PCGS registry sets are the same regarding the 65-67 coins (proof sets) and 2005-2010 coins (circulation strike sets).

What I DO think is confusing is why the term "SMS" was ever adopted for the 2005-2010 satin finish mint set coins by NGC. The coins from 65-67 were issued in place of proof sets. They were struck from specially polished dies and some (but certainly not most) exhibit cameo contrast of the devices from the fields. The 2005-2010 satin finish coins were the only coins available via US issued mint sets. Again, they were struck from specially prepared dies, but they have nothing to do with and are not comparable in any way to the 65-67 series bearing the same "SMS" moniker. PCGS is just as confused, as early on they graded the Satin Finish coins using the "MS" designation and a descriptive line "Satin Finish", and then later started using the "SP" designation. At least NGC has always graded the Satin Finish coins with the "MS" designation, and has simply noted on the holder "SMS". All in all, the release of a new satin mint-set finish in 2005 threw both of the TPGs for a loop, and they basically flew by the seat of their pants for a while.
