Are you talking about the same bill with your two serial numbers?
The stars * are not counterfit, it's called a star note and may be a bit more valuable if it’s crisp and uncirculated.

Coke, the star note is a replacement note that is printed to replace a faulty note. There are collectors of replacement notes. Some replacement notes can fetch hundreds of dollars above the 'normal' note. The U.S. Military Payment Certificates replacement notes have a prefix letter, but no suffix letter. These are worth several hundred dollars,no matter what.

Something is wrong though. It can't be like he represented it to be, because it should not have stars at BOTH ends of the serial number. And the serial number is two digits too long. And if it has a star it should not have a suffix letter.
