$1 Note Over Ink on the FR and the district Error.

The OP’s note is interesting. How the experts determine what degree of over inking deserves mention is as arbitrary as a turned digit error. Minor, Moderate and Major are some of the terms they use and boundaries between these categories is somewhat blurry.

For a dollar, I’d keep it for conversation alone.
