It was struck with a grease filled die. It's a very common occurrence and adds no value. Belgium being a member of the European Union and now using the Euro, it probably has no value at all.
If you could actually exchange it, about three cents. A dealer would have it in his 25 cent box, and as rick said the grease fill does not increase the value.
