$1 Bill Inking Error?

Now this could be a person's opinion that I read or there may be some fact to it, that I am unsure of because every bill no matter the domination that I have found online or seen in person do not even come close to what this bill looks like.</p><p><br /></p><p>So here we are. I invite all thoughts, insights, comments, ideas, or educated guesses, as to what caused these ink lines?
