I can’t decide if the bottom of the letters are joined by a horizontal line or if it’s a shadow from damage.

I did turn the coin around and reviewed it from the bottom and the line is still visible and no shadow appears.

Is it worth keeping or spending?

It's PMD. The line is just displaced metal from a gouge.

PMD. Notice how the gouge moves from right to left? The metal was also pushed in a slightly upwards motion causing less metal at the bottom of the gouge and more metal along the top edge.
