Looks more random than an actual chop mark or counterstamp , maybe something was on the planchet when it was struck .

They look fairly even with no overlapping . Take a look at a similar sized coin . If you look at a Morgan they are fairly even but not all identical .
And why is that . Do you gaurantee your coins . A good dealer will keep records and if somehow one is lost it's in their best interest to refund...
