Definitely cleaned and would probably get a details grade . Still I love the doubling especially under the eagles wings , tail , arrows etc .
I say it wouldn't get the designation . Looks like a couple of small breaks in the lower lines . But it could be the pics , you have it in hand...
In the PCGS Official Guide to Coin Grading and Counterfeit Detection , on page 48 it says poorly struck coins usually grade no higher than 62 to...
I'd say 65 , but don't quote me on that , I'll try to find what PCGS says about it .
Also the coin is graded on it's weakest side . If the obverse is a 67 and reverse a 65 the coin will grade 65 . At least that's what PCGS states...
The best resource is of course looking at as many coins as you can in hand , pretty soon you'll start to notice coins that don't look right ....

No , they repunched the T twice on the die , remember they did all the lettering by hand in those days .
The O-115 is right but a few Overton #s used the same obverse die so the recut lettering can't alone be used to attribute it .
I don't collect Morgans , but if I were I'd pay 64 money even though as far as I can see this looks like some 65s I've recently seen in PCGS slabs .

The corrosion could be stopped very easily . Also if sent to NCS it would then probably grade . I'm in the $300 area .
