Yes - it's been plated. Often these were done as science experiments.
They all look like very nice Morgans around the MS-62 - 64 range, with plenty of original mint luster! Don't clean them, that reduces the value....

In hand I can see some light rub in the fields. So I'd put this one at AU-58. But not any lower. It does have a weak strike as you mentioned.
