Are they darker colored lines that are on the lower half of the obv? I think I can see them, but they are much clearer on the NGC Certification...

I believe the term error is used pretty loosely, technically both doubled dies and rpms are varieties, and not errors.

It is common on pre-1990 coins, the mint marks were hand punched into the working dies, so the position can vary.
My "steal" of the year was an 1878 8tf VAM-9 (unattributed) in VF35. Got it off ebay for $30.
