It may be graded but unless it is graded by NGC or PCGS, you would never be able to sell it as a MS66. I would say it is more likely a MS63 or...
It hard to tell from your photo's but I would say MS64 if it has the luster.

I am sorry but I think you got totally ripped off. That set was not made by the US Mint. You can buy all of those coins in the us mint packaging...
You can buy the set on eBay for about $25 US Dollars.
The other 9 were graded PF69UC, I have never recieved a PF68UC from NGC, I can tell the difference between 68 and 69 so I never send any of the 68's.
Well I bought 42 sets.....I have to be able to get at least 1 PF70 Set out of that right!! Last year I bought 40 sets and ened up pulling out 67...
