Well excuuuueeeeuuuuse me, I've heard coins like this referenced as Dip residue, pvc residue, haze, etc etc... Note that I said ALMOST AT as well;)
BtW, this is pretty close to the color.... I wish I could say it has booming luster, but it's definitely muted by the weird toning, on the reverse...
