There appears to be glue on the surfaces, and the L & T & "S" areas are damaged, and not struck like that when the coin was minted.

It could be melted plastic, or it could be glue.
Looks like it's damaged. Look to the right of the main D, and you'll see a slightly flattened area - I think that was the cause of the line...
