Environmental surface damage. Not an error coin of any type.
OP's coin is clashed, but is not worth paying anything to have it certified by grade or error. Ebay is the only venue to sell such an error.
Both coins shown in this thread are Damaged/Altered surfaces. Neither one left the Mint like that.
