I can't read the luster from those pictures. Somewhere between 64 and 67. I would tend to the low side as a guess.
Plating blisters probably turning to zinc rot.
But they feel much safer using their bare hands. "respect and courtesy" aside, when they're handling $1,000,000 coins, they absolutely do not...
I do not think it is a die clash, but a die scratch. It does appear to be raised.

Your lighting is from about 12:00. The far side from the lighting is the bright side for at least 3. Those, at least, are not raised, but incuse.
Sorry, but I am 99% sure those are incuse. That means they are nicks, or scratches if you prefer, on the coin. Scratches on the die are raised...

Those lines are definitely from the planchet. I cannot tell for sure if it is alloy from the pictures, but it is 100% from the planchet....

I think it has a shot at 64 were it not for the reverse (inside the left wheat). If that is as flat as it looks, a 62 would not surprise me.
